Lower Fees, Local Skills - Half Price* Courses

How would you like to get a nationally recognised and accredited qualification but pay only half-price course fees? From tourism and hospitality to residential and commercial construction, dental assisting to commercial cookery, aged care to engineering, defence to automotive, business and IT, healthcare and childhood education, agriculture to cyber security, electrical to heavy vehicle mechanical technology — to name just a few — there really is something here for everyone under the Lower fees, local skills program, and this is where the jobs are!

These qualifications are matched up with the skills employers are looking for, so you'll be job ready. And they're available right here at Central Regional TAFE — some are also available online. 

What's new?

In January 2020, the Lower fees, local skills program started with 34 half price course fees qualifications. On 2 July 2020, a further 39 half price course fees qualifications were announced in a broad range of industry areas. If you think you've seen the Lower fees, local skills courses already, take another look!

What's better than half price course fees? How about a fees cap!

The fees cap means that regardless of how much your course fees actually are, under Lower fees, local skills you will not pay more than a set total amount. Course fee caps are set at different amounts, depending on whether you are entitled to receive a concession rate or are aged between 15—24. On 2 July 2020, a further 39 qualifications were added to Lower fees, local skills — fee caps for these courses apply from that date.

  • The concession rate course fee cap for Lower fees, local skills qualifications is $400, from the date the new fee applied.
  • The non-concession rate course fee cap for Lower fees, local skills qualifications is $1,200, from the date the new fee applied.

 The following people will be entitled to a concession rate on the half price course fees under Lower fees, local skills.

  • All students aged 15—24
  • Persons and dependents of persons holding:
    • a pensioner concession card;
    • a repatriation health benefits card issued by the Department of Veterans' Affairs; or
    • a Health Care Card
  • Persons and dependents of persons in receipt of the Youth Allowance, AUSTUDY or ABSTUDY
  • Dependents of persons who are inmates of a custodial institution
  • Secondary school-aged persons, not enrolled at school

The non-concession rate course fee cap for Lower fees, local skills qualifications is $1,200.

All students aged 15—24 years of age are eligible for the annual concession fee cap of $400 per qualification/course per year on all Lower fees, local skills qualifications, from the date the new fee applied. 

Please note: Only course tuition fees are half price for the Lower fees, local skills qualifications. You may be required to pay other fees for resources that are specifically needed for your course.

CHC42015 Certificate IV in Community Services

This qualification reflects the role of community service workers who design and deliver person-centred services to individuals and/or groups. Workers may provide support, advocacy or interventions to individual clients, groups or communities across a range of services.

At this level, workers may be autonomous with limited responsibility within established parameters and may be required to supervise and lead other workers in projects or teams. Work may take place in a range of community service, case work or case management contexts.

CHC40413 Certificate IV in Youth Work

This qualification reflects the role of workers who develop and facilitate programs for young people through a range of community-based programs designed to address the social, behavioural, health, welfare, developmental and protection needs of young people.

This work may be undertaken through employment in community, government and youth sector agencies and workers will be:

  • responsible for implementing policies and guidelines of the employing organisation
  • largely self-directed with fairly autonomous decision-making capacity under the indirect supervision of a manager.

Are you committed to social justice and building stronger communities?

This course enables you to assist individuals and groups to achieve social justice through empowerment, advocacy, communication, community programs and team work. This qualification will provide you with the practical skills and knowledge to manage the service delivery of community service organisations.

You will learn skills in consultation, community program development, group work, advocacy, case management, policy and research. You will also learn skills in the management of finances, work safety and the work environment. You will undertake projects that involve working as part of a team and with the community. As part of this qualification you will undertake a supervised work placement where you will be able to apply the skills and knowledge you have learned.

The course is delivered over 12 months and is grouped into 3 stages (approx. 40 weeks) Each stage comprises of a grouping of units which sequentially builds skills and knowledge for the qualification.

Stage 1 comprises of units relating to workplace safety, compliance, diversity and communication which provide the knowledge and foundation for the remaining units

Stage 2 comprises of units which relate specifically to the specialist areas of these qualifications in the areas of Counselling, Community Development and Youth Work.

Stage 3 comprises of units that relate to working with complex individuals and managing services for clients in crisis.

If you choose to enrol in additional units you can gain a dual qualification with one of the below. These options are discussed with students prior to enrolling.

(CHC50413) Diploma of Youth Work

This qualification reflects the role of people with responsibility for the development and the outcomes of programs and services for young people managed through a range of agencies and designed to meet the social, behavioural, health, welfare, developmental and protection needs of young people. This work may be undertaken through employment in community, government and welfare agencies.

(CHC51015) Diploma of Counselling

This qualification reflects the role of counsellors, who work with clients on personal and psychological issues using established counselling modalities. They use communication, micro-counselling and interviewing skills and draw on varied counselling therapies to assist clients. At this level, the counsellor will be working in defined and supported counselling roles in established agencies rather than in independent practice. 

If learners complete all the units on the timetable, plus have completed CHC40413 Certificate IV in Youth Work and CHC42015 Certificate IV in Community Services, they will gain certification in CHC52015 Diploma of Community Services, CHC51015 Diploma of Counselling and CHC51413 Diploma of Youth Work.

When you complete the Diploma of Youth Work you'll be on your way to a team leading career as a youth worker, youth officer, or case worker.

You will gain the knowledge and skills to communicate and work effectively in the youth sector, developing and managing youth programs, promoting social, emotional and physical wellbeing, responding to critical situations, working with youth at risk, assisting collective action, developing and maintaining professional networks, working with cultural diversity, ethical behaviour and legal responsibilities.

The course is delivered over 12 months and is grouped into 3 stages (approx. 40 weeks) Each stage comprises of a grouping of units which sequentially builds skills and knowledge for the qualification.

Stage 1 comprises of units relating to workplace safety, compliance, diversity and communication which provide the knowledge and foundation for the remaining units

This qualification reflects the roles of community services and case management workers involved in the managing, co-ordinating and/or delivering of person-centred services to individuals, groups and communities. At this level, workers have specialised skills in community services and work autonomously under broad directions from senior management. Workers are usually providing direct support to individuals or groups of individuals. Workers may also have responsibility for the supervision of other workers and volunteers and/or case management; program coordination or the development of new business opportunities.

(CHC51015) Diploma of Counselling

This qualification reflects the role of counsellors, who work with clients on personal and psychological issues using established counselling modalities. They use communication, micro-counselling and interviewing skills and draw on varied counselling therapies to assist clients. At this level, the counsellor will be working in defined and supported counselling roles in established agencies rather than in independent practice. 

If learners complete all the units on the timetable, plus have completed CHC40413 Certificate IV in Youth Work and CHC42015 Certificate IV in Community Services, they will gain certification in CHC52015 Diploma of Community Services, CHC51015 Diploma of Counselling and CHC51413 Diploma of Youth Work.
