TLI31216 Certificate III in Driving Operations

Start your career in the transport industry. 

This is qualification is for those wanting to undertake driving roles within the transport and logistics industry. It involves a defined range of skilled operations, usually within a range of broader related activities involving known routines, methods, and procedures, with some discretion and judgement in selecting equipment, services, or contingency measures and within known time constraints.

You will gain the skills and knowledge to work safely as a heavy haulage truck driver in the road transport industry. Participants will obtain one of the following licenses:

  • Heavy Rigid
  • Heavy Combination; or
  • Multi Combination class vehicle

You may also apply for a forklift (LF) licence. 




This course is half price for everyone (excl. school students) as part of the Lower Fees, Local Skills initiative. Fees are also capped at $1,200; or $400 if you're aged 15—24 or eligible for a concession. Find out more here.

School Leaver Non-School Leaver AQF
OLNA or NAPLAN 9 Band 8 C Grades in Year 10 English and Maths or equivalent Certificate I or Certificate II

Participants will have the option of gaining either a HR, HC and or MC truck licence, depending on their individual circumstances. The participant must meet the required license authorisation for their selected vehicle class license as set out below.

Heavy Rigid (HR) Class Licence

HR Licence Unit: TLIC3004 Drive Heavy Rigid Vehicle
Participants must hold:

  • a Car (C) class licence for at least two years, or
  • a Light Rigid (LR) class licence for at least one year, or
  • a Medium Rigid (MR) class licence for at least one year.
Heavy Combination (HC) Class Licence

HC Licence Unit: TLIC3005 Drive heavy combination vehicle
Participants must hold:

  • a Car (C class) licence for at least three years, and
  • a Medium Rigid (MR class) for at least one year, or
  • a Heavy Rigid (HR) class licence for at least one year.
Multi Combination (MC) Class Licence

MC Licence Unit: TLIC4006 Drive multi-combination vehicle
Participants must hold:

  • a Car (C) class licence for at least three years, and
  • a Heavy Rigid (HR) class licence for at least one year, or
  • a Heavy Combination (HC) class licence for at least one year.
Third-Party Provider

All training and assessment will be carried out by qualified and endorsed Trainer Assessors under a Third-Party arrangement between CR TAFE and Driver Risk Management (DRM) in Perth WA.  Due to the nature of this qualification, training requires a purpose-built driver training and education facility such as the centre operated by Driver Risk Management.  DRM has a range of unique on-site facilities and capabilities, along with 312,000sq metres of private land for users to create a range of scenarios in state-of-the-art driver training environments.

Transition Period

TLI31216 Certificate III in Driving Operations has been superseded and is in a transition period, after which it will be replaced by TLI31221 Certificate III in Driving Operations.


Upon successful completion you will receive a Certificate III in Driving Operations.

A Traineeship is a full-time employment-based training program usual lasting twelve (12) months or more.  Learning is predominantly in the workplace and may be supplemented by training at TAFE.  You must have a Training Contract to enrol in a Traineeship Course.
